There is hereby created a Board of Library Directors of the city. Such Board shall consist of five members. Initially, one member shall be appointed to serve for one year; one member shall be appointed to serve for two years; one member shall be appointed to serve for three years; one member shall be appointed to serve for four years; and one member shall be appointed to serve for five years, and thereafter their successors shall be appointed for terms of five years each. All appointments shall be made by the Council and all Directors so appointed shall serve without compensation and at the will and pleasure of Council.
