(A) Each board, commission or other body established by this code or other ordinance or resolution of the Council shall promptly submit all reports or statements that are required of it by this code, state law or other ordinances, resolutions or orders of the Council.
(B) No funds shall be released for the use of any such board, commission or other body until all such reports or statements have been submitted.
