§ 51.51 SPECIAL COLLECTIONS – BULK ITEM PICK UP WEEK, RESIDENTIAL BULK ITEM TRUCK RENTAL.
   (A)   Bulk item pickup is for residential use only. The town will pick up bulk items curbside at residences for one week during the month of April, as noted on Public Works yearly calendar and listed on the town website, except as authorized on a case-by-case basis as per the Board of Commissioners.
      (1)   During bulk item pick up week, the town will collect normal household items, including sofas, chairs, beds, carpets, box springs and other discarded household items.
         (a)   Large furniture items shall be dismantled prior to collection such that a reasonable person can expect two individuals to easily load them onto or off of the special collection vehicle. The only exception to this policy is for pianos, which do not have to be dismantled for collection;
         (b)   Gasoline must be removed from all lawn mowers prior to collection;
         (c)   Tires must be removed from all bicycles prior to collection;
         (d)   All glass in windows, doors, mirrors and other items with large expanses of glass must have the glass taped with an “X” mark so that it will not shatter in the collection process; and
         (e)   Any bulky item or scrap material collected shall be of a weight or size that a person would reasonably expect two individuals to easily pick each item up for disposal.
      (2)   Items not collected by the town include but are not limited to:
         (a)   Furnaces, central air conditioning units, roofing materials, tires, hazardous materials, batteries, washers, dryers, hot water heaters, white goods or similar items;
         (b)   Any items from businesses operated from a residential unit;
         (c)   Items that are the consequence of a fire at a business or residential structure;
         (d)   Any tanks, including: oxygen tanks and other medical equipment; propane tanks; large oil tanks used for household purposes;
         (e)   Any parts of campers, boats, camper shells, trailers; automotive parts, including but not limited to motors, doors, tires, fenders, car seats or batteries from a residentially used premises and the like.
      (3)   The Public Works Director shall have the authority to require items to be prepared for ease of collection, and to ensure the safety of the employees performing the collection task. An item not prepared properly may be refused for collection at the Director’s discretion.
      (4)    It shall be unlawful to place junk appliances at curbside for collection. It shall be unlawful for any person to leave outside any building, in a place accessible to children, any appliance, refrigerator or container without its being strapped or locked so that it is impossible for a child to obtain access to it.
   (B)   Residential truck rental for removal of household bulk items is available from the town throughout the year. Residents may request an overnight rental for a town truck per notification. A truck will be delivered and loaded by the resident. A service fee will be assessed, based on the schedule of fees. Each resident must complete and sign a town truck policy statement. Charges will be applied to the monthly water bill for collection.
