§ 51.05 CONTAINER, STORAGE AND COLLECTION PRACTICES.
   (A)   Each customer will be provided a rollout cart by either the town or the town’s contractor. A yearly schedule with collection dates will be provided to the customer, and will be available on the town website.
   (B)   In addition, the Public Works Director may exempt customers from using curbside service if requiring its use causes a hardship related to a topographic site restriction or other similar type of hardship.
   (C)   Rollout carts used in the garbage collection program are property of the town. The town provides general maintenance for them at no cost. A replacement fee will be charged for rollout carts that are damaged, defaced or removed from the premises.
   (D)   Rollout carts shall be used for the disposal of residential and approved commercial garbage only.
   (E)   Spilled materials or overflow caused by the property owner or occupant shall be cleaned up by the owner or occupant immediately after the spillage or overflow occurs.
   (F)   Spilled solid waste materials caused by the town collection crew of the town’s authorized collection agent shall be cleaned up by the crew immediately after the spillage occurs.
   (G)   Rollout carts will be collected from the curbside, provided they are easily accessible to collection personnel, without having to unlock or open a door, unlock a gate or similar obstacle, or encounter a vicious animal. Town collection personnel shall not provide service if required to ascend or descend multiple steps to obtain access to rollout containers, or if denied reasonable access by parked vehicles, equipment or other objects.
   (H)   Garbage placed in rollout carts shall be wrapped, bagged or enclosed in paper or plastic material. Any liquid waste, such as grease, shall be sealed in its own separate container before being placed in the rollout container.
   (I)   All potentially dangerous trash items and all waste material of a hazardous nature, such as broken glass, light bulbs, sharp pieces of metal, fluorescent tubes and television tubes, shall be securely wrapped to prevent injury to the collection crews.
   (J)   Trash of a hollow or bulky nature shall be flattened out or broken up prior to depositing it in authorized containers.
   (K)   Containers other than those described in this section will be treated as refuse and may be collected by the town.
   (L)   For those residents exempt from curbside service, no refuse receptacles will be picked up from enclosed areas used to store anything besides refuse, or from locations or storage areas that create an unreasonable risk of injury to personnel. When personnel must pass through gates or other barriers to pick up refuse, the town will not be responsible for damage caused to the barrier or by leaving it open.
