In order to promote community organizations, this ordinance shall not apply to any bona fide organization meeting the guideline of the IRS Section 501(c) 3. (The fee will be waved but the frequency of events and property owner’s signed permission will still be enforced/required). Also exempt from this ordinance will be the merchants who are authorized for sale in the Surry County Farmers Market, at the Elkin Location.
