(A) The Chief of Police or other police officer in charge at the scene of a parade, fire, accident, disturbance, crime scene, natural or artificial disaster or emergency, or any large gathering of people, shall have the authority to provide barricades, ropes, signs or other means of restraint.
(B) It shall be unlawful for any person other than a law enforcement officer, firefighter or other person having official business at the scene, to cross a duly established police emergency line without express permission of a police officer at the scene, or to remain within the area bounded by the police emergency line after being ordered by a police officer to leave.
