§ 31.02 CLAIMS AGAINST THE TOWN.
   All claims against the town shall be presented and allowed in the name of the party with whom the Board or its authorized agent has contracted, and no person shall do or perform a service, or contract a debt against the town, without first being so authorized by the Board or the Mayor.
