§ 30.38 ELECTION BY BALLOT.
   All elections by the Board of Commissioners shall be by ballot, and a majority of the votes of all members present shall be necessary for an election; provided, that this requirement of voting by ballot may be suspended by a majority vote of the Commissioners.
