(A) Every person within the town who owns, controls or harbors a dog or cat shall have the animal vaccinated annually against hydrophobia. For a period longer than one year the dog or cat need not be vaccinated until the termination of the period of immunity. In every case, the vaccination certificate shall state the type and quantity of serum administered and the period of immunity hydrophobia afforded thereby.
(B) Every person within the town who owns, controls or harbors a dog or cat shall be responsible for the wearing by the dog or cat at all times a collar on which is prominently displayed a vaccination tag indicating a vaccination which currently affords the dog or cat immunity to hydrophobia. There shall also be affixed to the collar an identification tag stating the name and address of the owner of the animal.
