All operators conducting flight training activities for compensation shall provide:
(A) At least one readily available and properly certificated flight instructor for single-engine land airplanes;
(B) At least one dual-equipped single-engine land aircraft properly equipped and maintained for flight instruction and any additional types of aircraft as may be required to give flight instruction of the kind advertised;
(C) Adequate classroom space with proper restroom and seating facilities. A part of the required facilities, with the consent of the town, may be located off airport property;
(D) Adequate training aids to provide proper ground school instruction sufficient to enable students to pass FAA written examinations;
(E) Properly certificated instructor providing regularly scheduled ground school instructions sufficient to enable students to pass the FAA written examinations;
(F) Continuing ability to meet certification requirements of the FAA for the flight training proposed;
(G) Permanently assigned tiedown or inside storage area for a minimum of two aircraft;
(H) Suitable office space, personnel, telephone and other items necessary for the scheduling of students and aircraft and the keeping of the proper records in connection thereof; and
(I) Appropriate insurance as outlined in § 92.21(F).
