(A) Staff. It shall be the duty of the Plan Commission staff or their authorized agents to enforce the terms and provisions of this chapter and the staff is authorized to do all things and to take all action necessary and prudent, under the circumstances, to enforce the terms and provisions hereof, and may take any one or more of the actions set forth in these regulations.
(B) Sale or transfer. No owner or agent of the owner, of any parcel of land located in a proposed subdivision shall transfer or sell any parcel before a plat of subdivision has been approved in accordance with the provisions of these regulations and recorded.
(C) Withhold issuance of permits. No improvement location permit, certificate of occupancy or other permit required under the Building Code, the Zoning Ordinance or these regulations shall be issued on any property subject to these regulations until the property is in full compliance with the provisions of these regulations. The withholding of the issuance of a permit shall in no way limit the operation of the civil penalty provisions provided elsewhere in these regulations.
