(A) Complete applications will be forwarded to the Plan Commission. In order to assist the Plan Commission in evaluating a proposed development for technical compliance with these regulations, the Plan Commission staff shall review each application to confirm completeness prior to acceptance of the application. Complete applications will then be forwarded to the Technical Review Committee to determine technical correctness of the application. Notification of acceptance of large or complicated applications will be by mail, fax or email within two working days after the application is received.
(B) If defective, the application and a list of deficiencies will be returned to the applicant with a statement that the application is incomplete. Otherwise, the application shall be deemed complete and accepted for filing as of the date of submission. Acceptance shall not, however, constitute a waiver of any technical deficiencies or irregularities. Once Plan Commission staff review has started, fees are not refundable. The Plan Commission staff will hold the application for no longer than 90 days at which time the application will expire. Incomplete applications shall not be set for public hearing.
