The owner may choose to place a covenant on any or all land located within the subdivision. Covenants are not generally required by this chapter. However, if the owner decides to place a restriction on any of the land contained in the subdivision which is greater than, but not in conflict with, those required by the Zoning Ordinance or these regulations, the Plan Commission may require that the restriction or reference thereto be indicated on the secondary plat to be recorded. In no case may a covenant be in conflict with or be less restrictive than local ordinances.
