The MS4 operator, the SWCD or the Department may inspect any project site involved in construction activities regulated by Rule 5 at all reasonable times. All self-monitoring program evaluation reports for a project site must be made available to the MS4 operator, the SWCD or the Department for inspection within 48 hours of a request.
