§ 151.29 ENFORCEMENT DISCRETION.
   If the County Building Code, as codified in §§ 151.01 through 151.11, as amended and replaced from time to time, or this subchapter provides that any act shall be required to receive the approval of, or shall be subject to the discretion of the County Building Department, or any other county officer or department, the provisions shall be construed to give that officer only the discretion of determining if the rules and standards established by this subchapter have been met. No provision shall be construed to give any county officer discretionary power to determine what the regulations or standards shall be, power to require conditions not prescribed by this subchapter, or to enforce provisions in an arbitrary or discretionary manner.
