This chapter shall not be considered to relieve from or lessen the responsibility or liability of any party owning, operating, controlling or installing any electrical equipment for damages to persons or property, caused by any defect therein, or any negligence in the installation, nor shall the county be held as assuming any liability by reason of the examination authorized herein or by the license and certificate therefore issued as herein provided.
