No license and certificate thereof issued in accordance with the provisions of this chapter shall be assigned or transferable. Any license may, after hearing, be suspended for a definite length of time, or revoked by the Board, if the person holding the license willfully or negligently violates any ordinance of the county or any statute of the state relating to the installation, maintenance, alteration or repair of electrical equipment or any orders, rules or regulations issued by the authority thereof.
