The franchisee shall, on the request of any person holding a building moving permit issued by or on behalf of the franchising authority, temporarily raise or lower its wires to permit the moving of the building; provided:
(A) The expense of the temporary raising or lowering of wires is paid by the person, including, if required by the franchisee, making the payment in advance; and
(B) The franchisee is given not less than ten business days advance written notice to arrange for temporary wire changes.
