All transmission and distribution structures, poles, lines and equipment installed or erected by the franchisee pursuant to the terms hereof shall be located so as to not interfere with the proper use of public ways and shall be located so as to cause a minimum of interference with the rights and reasonable convenience of property owners who own property that adjoins any public ways.
