Compliance with the terms and provisions of this chapter does not obviate nor eliminate the need for any person to comply with and meet the requirements of any other federal, state or local law or regulation with respect to animals. In the event of any conflict with this chapter, the terms and provisions which are more strict shall govern. The county reserves, retains and preserves for itself any and all rights and remedies available under any other applicable federal, state or local law or regulation with respect to animals.
