(A) The charge for the towing and storage of abandoned vehicles shall be the customary charge for towing and storage of other vehicles ordered by the Department.
(B) Notwithstanding any other provisions contained in this chapter, the costs for storage of an abandoned vehicle may not exceed $1,500. If an abandoned vehicle is sold by a person who removed, towed or stored the vehicle, the person who previously owned the vehicle is not responsible for storage fees. If an abandoned vehicle is sold by a person who removed, towed or stored the vehicle, and proceeds from the sale of the vehicle covered the storage expenses, any remaining proceeds from the sale of the vehicle shall be returned to the previous owner of the vehicle if the previous owner is known.
