Ordinance 82-99 previously adopted certain rules, standards and regulations with regard to what was therein defined as employees’ parking lot, being land owned by the City of Elkhart and leased by Commissioners from the city for use by employees of the county government. The lot is still owned by the city, but is now a public parking area regulated solely by the city, and hence the employees’ parking lot is subject to regulation by the city, and not governed by the provisions of this subchapter.
