The issuance of a citation or ticket for a violation of any of the terms and conditions of this subchapter shall be attached to the vehicle that is illegally or improperly parked. No duty or responsibility shall exist for the City of Elkhart, or its agents or employees, to determine who the operator or user of a vehicle has been when no operator or user is with the vehicle at the time it has been improperly or illegally parked. Should the operator or user of the vehicle not pay or satisfy the fine required to be paid upon the issuance of a ticket or citation, as hereinafter defined, the registered owner of the vehicle, should he or she not have been the operator or user of the vehicle at the time it was illegally or improperly parked, shall become responsible for paying the fine and/or court costs hereinafter stated to be due and owing.
