The County Plan Commission shall study, establish and submit recommended rules, regulations, policies, procedures, amendments to the comprehensive plan and amendments to the zoning ordinance to the Commissioners for consideration that shall have the purpose and effect of protecting the public wellhead protection area. The Plan Commissions of all municipalities in the county and all political subdivisions in the county with public wellhead protection areas should, and it is recommended that they also study, establish and submit recommended rules, regulations, policies, procedures, amendments to comprehensive plans and amendments to zoning ordinances to the appropriate elected officials for consideration which would have the purpose and effect of protecting the public wellhead protection area.
