The Board of Commissioners of the county hereby states and determines that it is and shall be the purchasing agency for the county consistent with the Home Rule and public purchasing statutes standards mentioned in § 39.001. The Commissioners as the county purchasing agency shall have all the powers and duties authorized under I.C. 5-22, as in force and effect or hereafter amended.
