§ 10.14 LIMITATION PERIODS.
   The running of a period of limitations or a requirement of notice contained in a law, whether applicable to civil causes or proceedings, or to the prosecution of offenses, or for the recovery of penalties and forfeitures, contained in any ordinance, resolution or order repealed by and included in this code is not affected by the repeal and inclusion. Litigation, proceedings and prosecution for causes arising or acts committed prior to the effective date of this code may be commenced and prosecuted with the same effect as if this code had not been adopted.
