(A) No structure or land shall hereafter be used or occupied and no structure or part thereof shall hereafter be erected, constructed, moved or structurally altered except in conformity with all of the regulations herein specified for the district in which it is located, except as specified in § 151.010, “Regulations for Non-Conformities.”
(B) No application for a zoning clearance permit, building permit, license or certificate of occupancy which would authorize the use or change in use of any land or structure contrary to the provisions of this chapter shall be approved by any public agency.
(C) No land shall be occupied or used, no excavation or construction shall be started and no structure hereafter erected, moved, added to or structurally altered shall be occupied or used, in whole or in part, for any purpose without a zoning clearance permit issued by the planning and zoning staff.
