(A) This chapter is intended to encourage the growth and development of the city in accordance with a comprehensive plan so that the city may realize its potential as a place to live and work.
(B) Specific purposes of this chapter are to:
(1) Promote the public health, safety, comfort, morals, convenience and general public welfare;
(2) Promote the orderly and beneficial development of the city;
(3) Provide adequate light, air, privacy and convenience of access to property;
(4) Regulate the density and distribution of population and the use and intensity of use of land;
(5) Regulate the location, height, bulk, area and use of buildings, structures and land;
(6) Lessen or avoid congestion in the public streets;
(7) Provide for the gradual elimination of non-conformities which may adversely affect the character and value of desirable development in each district; and
(8) Define the powers and duties of the administrative officers and bodies as provided herein.
