Hereafter, the laying out, location, relocation, extension or widening of thoroughfares, the general design of the neighborhoods and their street patterns, and the general location of sites for schools, parks and playgrounds, shopping centers and community facilities, shall conform to the principles, policies and provisions of the plan.
