§ 117.02  INVESTIGATION OF APPLICATION OF LICENSE.
   The City Controller upon receipt of the application, shall immediately refer it to the Chief of Police, the Fire Chief and the Health Officer of the Elkhart County Board of Health, all of whom shall cause an investigation of the application to be made.  The investigation shall include, but not be limited to the following matters:
   (A)   Suitability of the site;
   (B)   Possible annoyance or disturbance to residents in the neighborhood or surrounding area;
   (C)   Possible damage to proposed location, adjacent land or surrounding neighborhood;
   (D)   Accessibility of proposed site for pedestrian and motor vehicle traffic, with particular reference to proper ingress and egress;
   (E)   Sanitary facilities to be provided patrons with particular reference to clean and adequate washrooms and toilets;
   (F)   Safety of equipment to be used by the proposed licensee or by the general public;
   (G)   Type and manner of food service to be offered general public, with particular reference to sanitation; and
   (H)   Distance of proposed activity to nearest residential dwelling.
