A person, firm, association, organization or corporation shall not open, conduct, manage, maintain, operate, exhibit or carry on any carnival, circus, travelling curiosity show or amusement ride for which money is demanded or received in the city without securing a city license. Application for the license shall be made to the City Controller and shall comply with all of the provisions of this chapter relating to the application.
