No person, firm or corporation to whom a license has been issued shall use false bidders, cappers and puffers. These terms include persons with whom an arrangement or understanding exists that they shall stimulate the acts of any interested bidder and shall enhance the bids, start the bidding, bid a prepared price for the article, or by trickery induce others to bid during the auction.
