No person shall distribute, scatter, dispose of, or cause to be disposed of, upon the front or rear porch of any building, upon any lot or lots, or upon any public or private property in the city, any advertising, card, bill, dodger, circular, poster, wastepaper or sheet of paper of any kind in such a manner that it may be blown or scattered by the wind, or in any other manner upon the public streets, alleys, walks, and other public places in the city.
