§ 102.08  NOTICE OF DENIAL OF APPLICATION.
   The President of the Board of Public Works shall act promptly upon a timely filed application for a parade or public assembly but in no event shall grant or deny a permit less than 48 hours prior to the event.  If the President of the Board of Public Works disapproves the application, it shall notify the applicant either by personal delivery or certified mail at least 48 hours prior to the event of his or her action and state the reason for denial.
