(A) The Council shall hold a hearing on the petition within 30 days after it is received. The Clerk shall give notice of the petition and of the time and place of the hearing, in the manner prescribed by I.C. 5-3-1 et seq., and by certified mail to each owner of land that abuts the property proposed to be vacated.
(B) The petitioner shall pay $100 to cover the expense of providing this notice.
