Subject to the provisions of this subchapter, the Common Council hereby consents to the Board of Public Works entering into any and all present and future water and sanitary sewer agreements with eligible owners of real estate located outside the territorial boundaries of the City of Elkhart. All agreements will adhere to the language and specific wording as authorized by the Common Council and may only be further altered by that same body.
