(A) No boat or vessel shall be laid up, stored, repaired or placed for any other purpose on park land except by permit.
(B) (1) No person shall operate a boat propelled by sail, steam, naphtha, gasoline, oil, alcohol, electricity, motor or engine; or row or paddle a row boat, canoe or raft, in or upon any waters under the jurisdiction, operation, or supervision of the Board of Parks and Recreation, unless he or she is able to control or handle the boat with safety to himself or herself or other occupants thereof.
(2) Operation other than in a careful and prudent manner and at a rate of speed so as not to molest, annoy, disturb or endanger the life, limb, property or reasonable comfort or safety of another, or occupants of other boats, is prohibited.
(C) Boating of any kind in a swimming area is prohibited.
