The Board of Public Works shall consider written application, subject to approval of the Chief of Fire Department, only for those variances from the provisions of this subchapter that will not be contrary to the public interest and where, because of special conditions, a literal enforcement of the provision of this subchapter will cause unnecessary hardship. The Board of Public Works and the Fire Chief may impose any conditions on the granting of the variance as they deem proper.
