Notwithstanding the prohibitions in §§ 76.01 through 76.14, the following persons shall be excepted from all parking restrictions set forth in this subchapter and Chapter 77, Schedules I through VII, except for handicap parking violations, and shall be exempt from payment of any fine for parking in violation of §§ 76.01, 76.03 through 76.07 and 76.10 through 76.14:
(A) Any and all elected and appointed city officials, including but not limited to, the members of the Council, Board of Public Works, Board of Public Safety, the Mayor, City Clerk, City Court Judge and Director of Public Works, while performing their official duties; and
(B) All employees of the city while operating a city vehicle within the scope of their employment.
