(A) The Council shall, by regulation, designate streets which are heavily traveled and are necessary thoroughfares throughout the city as “snow routes.”
(B) The Council may amend, modify or add to the list of snow routes, as set forth in Chapter 78, Schedule VI.
(C) All streets designated in Chapter 78, Schedule VI as “snow routes” shall be posted with suitable signs or markers.
(D) When, in the opinion of the Snow Removal Coordinator, the actual or expected precipitation of snow will create hazardous or dangerous highway conditions for vehicular or pedestrian traffic, he or she shall have authority to declare a “snow removal condition”:
(1) When a snow emergency condition has been declared, the Coordinator immediately shall inform the public by issuing a statement to the news media, including radio, television and newspapers.
(2) The snow emergency condition, once declared, shall continue in force and effect until the Coordinator declares it to be terminated. The termination shall be communicated to the citizens of the city in the same manner as notice of the condition was given.
