§ 71.001  DEFINITIONS.
   For the purposes of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CITY. The City of Elkhart, Indiana.
   CITY STREET. A street located within the territorial boundaries of the City of Elkhart, Indiana, that is maintained and controlled by the Board of Public Works of the city.
   SCHOOL CROSSING ZONE. A part of a roadway distinctly indicated for crossing by children on the way to or from school by lines or other markings on the surface of the roadway or by signs.
   STREET. The entire width between the boundary lines of every way maintained by the city when any part of the way is open to use of the public for purposes of vehicular travel. The term includes an alley.
   VEHICLE. A device in, upon, or by which a person or property is, or may be, transported or drawn upon an highway. The term does not include devices moved by human power or used exclusively upon stationary rails or tracks.
   WORKSITE. A location or area upon which:
      (1)   A city construction or maintenance activity; or
      (2)   A private construction or maintenance activity that is authorized by the Board of Public Works of the city;
is being performed on a city street. The term includes the lanes of a street leading up to the area upon which an activity described in division (1) or (2) of this definition is being performed, beginning at the point where appropriate signs directing vehicles to merge from 1 lane into another lane are posted.
