(A) The city’s Traffic Commission is empowered to make regulations necessary to make effective the provisions of the traffic ordinances of the city and to make and enforce temporary regulations to cover emergencies or special conditions.
(B) (1) The city’s Traffic Commission may make temporary rules regulating traffic or intersection control devices under actual conditions of traffic.
(2) No experimental rules regulating traffic shall remain in effect for more than 30 days.
