The Director, acting on behalf of the POTW, may make arrangements with any person when, in the opinion of the Director, unusual or extraordinary circumstances warrant acceptance of certain wastewater for treatment, subject to payment of applicable fees. Under no circumstances shall the Director allow the discharge of any wastewater to the POTW, if it will violate any section of this chapter or which permits the person to violate any applicable pretreatment standard or requirement.
