§ 50.73 ELIGIBILITY FOR ASSISTANCE.
   (A)   (1)   Any homeowner having a water service line problem may apply for assistance under this subchapter. To be eligible for the program, the homeowner must meet the following criteria:
         (a)   The property must be a residential property;
         (b)   The residential property must be currently connected to the city’s water supply system;
         (c)   A portion of the water service line to the residential property requires repair; and
         (d)   The portion of the water service line requiring repair must be located in the public roadway.
      (2)   The repair must be required because of some defect in the materials, components or equipment comprising the water service line, which connects the residential property to the city’s water supply system. A frozen water service line shall not constitute a defect justifying a repair for purposes of this subchapter.
   (B)   All homeowners requesting assistance under this subchapter shall complete and sign an application on forms approved by the Board.
