The purpose of this subchapter is to establish a voluntary program to provide assistance to homeowners that receive city water service that must make spot repairs to water service lines where a portion of the work will be done under a public roadway. Typically, these repairs are costly and the program established pursuant to this subchapter is intended to offset a portion of the cost to homeowners. This subchapter shall not apply to commercial or industrial customers, nor shall it reimburse homeowners for costs already incurred.
