The Council’s Administrative Committee shall work with the Mayor, and those persons appointed by the Mayor, to establish a permanent affirmative action plan which follows the guidelines established by the Federal Equal Opportunity Commission. The Administrative Committee shall submit a written report to the Council, outlining progress made on the permanent plan. The first report shall be submitted as of April 1, 1981, and additional reports shall be submitted every 3 months until the final plan is submitted to the Council in ordinance form.
