§ 156.021 LICENSE REQUIRED TO DO PLUMBING.
   (A)   It shall be unlawful for any person to install or alter or make replacement to any plumbing or drainage system inside a structure within the city until such person shall have procured a State of Indiana plumbing contractors license or a State of Indiana journeyman plumbers license or a State of Indiana apprentice plumbers registration.
   (B)   Exterior plumbing installations or alteration or replacement between the structure and the property line of the public ways may be performed by either a licensed and registered plumbing contractor or a sewer contractor.
   (C)   Exceptions:
      (1)   Owner occupiers are not governed by the requirements of this section.
      (2)   Softener installers as mentioned in the Indiana Plumbing Commission Statutes and Rules, Title 25, Article 28.5, Plumbers, are not governed by the requirements of this section.
