Whenever necessary to make an inspection to enforce any of the provisions of this chapter, or whenever the Plumbing Inspector has reasonable cause to believe that there exists in any building or upon any premises any condition or violation which makes such building or premises unsanitary, unsafe, dangerous or hazardous, or where the Plumbing Inspector has reason to believe that plumbing work is being done without a plumbing permit, the Plumbing Inspector may enter such building or premises at all reasonable times, and only in accordance with all applicable state and federal laws, to inspect the same or to perform any duty imposed upon the Plumbing Inspector by this chapter, provided that if such building or premises be occupied he shall first present proper credentials and request entry. If entry is refused, the Plumbing Inspector shall have recourse to every process provided by law to secure entry.
