There is hereby established a special non-reverting operating fund in which shall be deposited all operating income, monies, fees, donations and other sources of income. Such funds shall be deposited at least once each month with the City Controller or into an account approved by the City Controller. Expenditures from the non-reverting operating fund may be made by the Governing Board without appropriation. Money from the non-reverting operating fund, or any other fund established pursuant to this subchapter, may be disbursed only upon the approval of the Governing Board.
