There is herewith established the Expenditure Review Committee relative to the Fund. The Expenditure Review Committee shall consist of the City Controller, the City Street Commissioner and the City Economic Development Manager. Any request for appropriations from the Fund shall be submitted to and reviewed by the Expenditure Review Committee, consistent with provisions of §§ 33.502 and 33.504. Chairperson of the Expenditure Review Committee shall be the City Controller. The Expenditure Review Committee shall meet periodically as determined by the Chairperson or by majority vote of the members of the Expenditure Review Committee. The Expenditure Review Committee shall specifically meet prior to the submission by the Mayor of the proposed budget and capital expenditures programs for each annual budget of city government, so that requests for appropriations from the Fund may be properly reviewed, and the required report relative to any requests submitted to the Mayor and the Common Council, as part of the annual budgetary process for the city government.
